Hello all,
Updating this thread to release this mod I made.
Basically this is for people running stock rooted tmo us 2.35 - or based roms (like posibly trickdroid though I haven't used it) that tethering is blocked on and can't modify the APNs on the device because of the locks imposed on it.
Standard disclaimer applys that no one in the known or unknown galaxy is liable if anything happens from doing this to the phone, like nuclear war or black holes :P
This is setup as a flashable zip thru Aroma installer to copy it in the system/framework folder of the OS.
Bit tricky as since it can not be simply edited out like on older versions and to accomplish removal from the OS it will require a master reset. Sadly as the APNs are read in on first boot and have not yet found a way to change once they are loaded though.

So first you will want to backup your applications and information.

Always just to be safe do a nandroid backup too.
Then download my file here and copy it to your interal sd card.
Boot into recovery and flash the zip file
reboot recovery
perform master reset
reboot
after the setup enjoy editable APNs and no immediate block on tethering
another way is if you already have the twrp recovery and want to do it manually
you can download the framework file itself here and place it on your internal sd card memory
perform a full backup nandroid
boot into the recovery, mount /system, and use the built in file manager to first delete the current "framework-res.apk" at /system/framework
then copy the included "framework-res.apk" from the sdcard to /system/framework then chmod to 644
do the factory reset and reboot
both ways will work to remove the locks on stock rom.
Also when I get a change I will upload a stock rooted rom with busybox and this mod already installed
and then if wanted for jelly bean when released all you would need to do is flash stock recovery and update like normal.
Hoping this won't get blocked in the next release.

also if you are going to be making your own apn for a different provider since this is set for t-mobile you do not need to put "dun" in as an APN type.
If you do that it will actually cause there to be no connection at all.
I would suggest the following for a new apn type if needed to be entered
"default,supl,admin,hipri,mms"
